SDF Error for Role XML: There Cannot be a restrict field on a non custom record type permkey

Wondering if any SDF users have ran into this error with ROLE XML definitions:

An error occurred during custom object validation. (customrole1058)
Details: There cannot be a restrict field on a non custom record type permkey
Details: There cannot be a restrict field on a non custom record type permkey
File: ~/Objects/customrole1058.xml

Trying to move roles from Sandbox to Production and getting this error when deploying to production. interestingly enough, I do NOT get this error when validating against the Sandbox account.

 

Any thoughts how to debug this? I always can just bundle the roles, but wanted to know if this was a known issue
