Purchase Requisition Workflow | On EDIT during Pending Approval

Our PR workflow has been live for two months, and Now users want edit functionality. 

  1. Pending Approval state: Show Edit button to Submitter and upon edit trigger the workflow again
  2. Approved State: Show Edit button to Submitter and upon edit trigger the workflow again

I’ve completed the 2nd (Approved state). How can I show the EDIT button when the record is in the Pending Approval state.
