How to stop users from inactivating departments and classes on the list view when using “Show Inactives” functionality?

I am unable to restrict users from being able to activate and inactivate departments and classes from the list view by clicking the “Inactive” checkbox and submitting.

The scripts and Return User Error via workflow haven’t worked for me.

Set department and classes permission to view only on their roles. It will prevent them from editing when showing inactives. Only so few should have ability to edit.

If not report them as it a vital element in Netsuite they are interfering with without cause.
