Best answer
When customizing a given form, there should be a Move Elements Between Subtabs Button.
From there you can go under the Lists tab and System Information subtab, and then select and move System Notes to a different subtab.
Thanks.
Any idea how to add a section heading where the red line is in this screenshot?
