If you have an online web return brought to a location that did not fulfill the original sales order, do you edit the location on the RMA and cash refund to the actually physical location you’re processing the return or do you receive the RMA to physical location you’re processing it and refund it using the original fulfilling location?

We have one warehouse location and several store locations

This is something that you would be best discussing with your accounting team.  There are multiple ways to do this but the best ratio pros and cons will be dependent on the status of the returned inventory and what your accounting policy will be for balancing the posting transaction.
