workflow Send email action doesn’t work in certain states

I recently set up a complex workflow for cash outflow management in netsuite. However, I am faced with a problem whose source I cannot detect (Netsuite did not notify me of any error): certain send email actions do not run when the records are in the states that contain them.
What could be the reason please?

Enable logging for your workflow then check the history/logs on records that don’t send the email for any errors
