TROUBLESHOOTING: When I receive inbound shipments in NetSuite, some line items are able to receive more than expected quantity, some are not.

I am writing to ask if you can provide more insights on the inbound shipment line item receipt quantity. We are in the process of building a Celigo flow to import item receipts for inbound shipments, and we would like to import the actual quantity received into the “quantity received” field, even if it exceeds the value from the “quantity expected ” field.
However, during our testing (as shown in the attached screenshot), we were able to receive the full quantity of 4000 for one line item, which exceeded its expected quantity of 2500, but we couldn’t replicate this for another item.
Could you please advise what might be causing this inconsistency and if all line items under the inbound shipment should be able to receive quantities larger than their expected quantity? Thank you.
