Accessing a Restlet from OAuth and C#

I have a working Restlet. I call it via C# but I believe there was a recent update to require SHA256. I’ve updated my code to comply, but for some reason my credentials don’t seem to be working to access the RESTLET anymore (403 forbidden). Can someone provide me the steps to create the necessary elements for the consumer_Id, consumer_secret, token_id, token_secret and give it properly access to my restlet? I am tried creating new keys but not sure if I am missing a step in the process

Some progress.  I am able to get 200 OK now from Postman and from C#.  However nothing comes back but a empty response. When I run the restlet from being logged into my account and going to the deployment url throug NetSuite’s UX I get results. Why are the results not coming back in Postman or my App?
