I need to add an “other custom field”, an inbound shipment-related field to a custom form.
I can find a way to apply to a form as this is not an item field.

You can only add ITEM FIELDS to that form (because it is an item Form which is made for recording ITEM Records)
Customization > List, Records & Fields > Item Fields
you cant add OTHER RECORD Fields there, see screenshot that there is no option to apply OTHER RECORD Fields to ITEM RECORDS.
One way to not get confused on how to add fields to a specific form, is to load the Form itself, and on the top right hover to CUSTOMIZE, there is an option to ADD NEW FIELD. It will redirect you the appropriate page.
